In all that city government undertakes, there is nothing more important than ensuring the public safety. As a 19-year veteran of law enforcement, I understand how important it is that the police officer responding to a domestic violence call is well trained and highly skilled. After responding to a thousand calls, I understand that the officer responding to a home invasion call must be close enough to arrive in a timely fashion. I will use all my expertise and experience to enable and support the Kingsland Police Department, as they attend to their sacred work of protecting the citizens of Kingsland. If I am elected, the men and women who serve in public safety will have a friend in City Hall.
I will seek to provide good stewardship of the public funds by always seeking the best value for the tax payer. The importance of making sure that the taxpayer is receiving the highest possible return on every tax dollar spent cannot be overstated. As a city government, we must make sure that every dollar spent is absolutely necessary for the efficient functioning of our city. Expenditures that do not directly benefit the taxpayers of Kingsland cannot be justified and must be avoided. Prioritizing our necessary infrastructure expenditures while still maintaining a tenable budget is work that I am eager to undertake. Hurricane Irma illustrated the important mission of our public works professionals. I intend to support them and to ensure they have the resources they need to properly serve our citizens. |
A municipal government that assists Kingsland’s businesses as they pursue success, is paramount to Kingsland’s future. We hope to enable and aid the business people of Kingsland as they strive to be healthy, competitive businesses. I want to be sure that the business community in Kingsland always feels like the city is a partner and a helpmate to them as they create jobs and improve the quality of life in our community.
Since 1983, I have lived and worked in Camden County. I have enjoyed and cherished my time here. Kingsland is my home, and I am eager serve our town. I have spent the last 19 years of my professional career dedicating myself to our community through a career in law enforcement. I had the great privilege of serving for 14 years with the Kingsland Police Department. More recently, I’ve had the honor of serving since 2013 with the Camden County Sheriff’s Department. My time in law enforcement has served to reinforce what I already knew. Kingsland is a tremendous place, with excellent people, and an impressive sense of community. My beautiful wife Julie and I have five children and three grandchildren. We are Members of the Harbor Worship Center. In my spare time I am an avid outdoorsman.

Rick Winters (912) 674-1656 rickwinters@tds.net Bio & Position Statement: I was born in northwest Indiana but spent my formative years in Chicago, Illinois which is where I say I was raised. I served in the US Navy for 20 years. I assigned to duty stations and submarines up and down the Atlantic Coast as well as being assigned for three years to Yokosuka, Japan. I retired from Active Duty in 1998 as a Senior Chief Hospital Corpsman. I have been a resident of Kingsland since 1995. I have been married to the love of my life, Kari L. (Anderson) Winters, for 34 years. We have 3 adult children and 3 grandchildren. We are active members of Kingsland First United Methodist Church where I serve as an usher. After I left active duty, I went to work as an EMT and later as a paramedic working in both the public and private sectors with Camden County Fire Rescue, Kings Bay EMS, Excelsior Ambulance Service and I was a long-time volunteer and part time employee with Kingsland Fire Rescue. Due to personal time constraints, I resigned my position as a Captain of Kingsland Volunteer Fire Department in January 2017. I am employed as the Area Manager of Excelsior Ambulance Service for the Kingsland/St. Marys area. My affiliations include the National Registry of Emergency Medical Technicians, Georgia Association of Emergency Medical Services and the National Rifle Association. I was elected to City Council 2 years ago to fill out the remaining time of another Councilman who resigned his position to run for a different office. |
Kingsland is finally making the turn and is coming out of the last recession and I believe that we can expect a lot of growth. We need correctly manage to ensure that we are ready for that growth when it happens.
I intend to continue to work on these initiatives to bring the best results for the citizens and our City.
I certainly don’t consider myself to be a “wild card,” but I am also not beholden to push the issues of any party, cause or individual. I very often side with the City’s Staff on issues because they are the subject matter experts. But that’s not always a “given” outcome as I will always side with what I feel is best for the City and the citizens. With your vote, we can ensure that we will continue to move forward.
- We need to ensure that we have the infrastructure in place which includes establishing more well heads and pumping facilities for drinking water as well as placing or updating new and existing water lines. We also need to bring the old wastewater processing plant back on line and place or replace wastewater lines. We need to find and correct issues we may have with our drainage of rainwater and find out why we may have infiltration into our wastewater system.
- We can expect the face of Kingsland to change now that the new Georgia Highway 40 is being built which will route through-traffic along Colerain Road on the west side of town and along Laurel Island Parkway as it moves to the east. We can’t know at this point what businesses may or may not l be established along that route.
- We also have plans and initiatives to grow more recreation paths. We hope to ensure new and more walking and bicycle paths.
- We are trying to ensure growth in the form of opening a technical school in the city.
- There are several other initiatives planned or in the process of being built that will move our city forward.
I intend to continue to work on these initiatives to bring the best results for the citizens and our City.
