Introductory Statement I am Marcus Hill, a native of Camden County, and a candidate running for Camden County Board of Commissioners, District 3. I am committed to working together to achieve community excellence. The Board of Commissioners serves as governing body of the county. It legislates – adopts ordinances, resolutions and regulations. The board provides services that protect the health, safety and welfare of county residents. The Commissioners are the fiscal authority for the county. They plan and determine the budget and establishes tax rates to fund critical services that support Camden citizens. I am running for Commissioner because there is a great need for the proven leadership, invaluable experience and recognized integrity that I can provide to improve local county government. I am a retired federal executive and U.S. Air Force Reserve officer. The programs that I led and managed during my 40-year career are identical to those of county government. I see Camden County’s challenges as opportunities. On day one in office, I am ready to engage with and represent the interests of citizens as commissioners address such matters as: How should the SPLOST VIII’s $13,000,000.00 surplus be allocated? Should Camden undertake a SPLOST IX, and if so, what priorities should it fund? Should a replacement airport be constructed? Should the County construct a new jail, renovate the existing one or pursue other options to house inmates. How do we reduce the $250,000, per incident, liability insurance coverage deductible that significantly increased resulting from lawsuits and associated risks. Working together to achieve community excellence is my platform. That means the commissioners sharing information, engaging with and including citizens to seek inputs, feedback and recommendations before making decisions that impact taxpayer dollars. Thank you for your support and vote Marcus Hill for Commissioner of District 3. What is the most pressing concern in your district and how do you intend to address it? District 3 citizens tell me their most pressing concern is the lack of effective citizen engagement, communications and inclusion in decision-making by our local county officials. As I continue to actively listen and speak to these citizens, the overwhelming consensus is they feel they don’t have access to good information. Furthermore, their thoughts, opinions and recommendations are not being solicited, valued or considered when county officials are making decisions related to the expenditure of their/our taxpayer dollars. I will immediately address that concern by being accessible and fully engaged with constituents. I will host periodic town hall meetings in my district to share information and solicit constituents’ feedback. I will also work closely with the county officials to create and implement additional strategies to push information to citizens and pull feedback from them. Other tangible concerns from District 3 citizens include working with state and city officials to address the traffic light situation at the intersection of Laurel Island Parkway and Winding Road; address water pressure concerns at the Elliott Plantation; increasing county law enforcement presence in neighborhoods to deter speeding; roadway and ditches maintenance; ensuring accurate tax assessments and ensuring park maintenance and upkeep. What do you plan to do as a commissioner to bolster economic growth in Camden County? I plan to work closely with the Joint Development Authority in its efforts to achieve better collaborative, community strategic planning amongst the county, municipalities, chamber of commerce, business and citizens. I would also lead engaging stakeholders such as other communities that have successfully accomplished such to learn from them. In addition, I would ensure our local officials are tapped into state and federal resources, such as the Small Business Administration and others that may be helpful to this effort. As a National Academy of Public Administration (www.napawash.org) Fellow, I have access to officials from across the nation who have assisted their communities successfully achieve economic growth. Camden Spaceport remains a much ballyhooed project and a topic of discussion in Camden County Board of Commissioners meetings. What is your stance on the future of the spaceport and how do you plan to address it if elected? It’s past time to “sunset” Camden Spaceport in its entirety and bring closure to the discussion related to retaining the FAA-issued operator license or returning it. Based on my understanding of the licensure, it was issued to support “Camden Spaceport.” There is no Camden Spaceport. The voters of Camden County have spoken, and the Georgia Supreme Court sided with those voters, which included me. There are far more pressing issues the commission needs to address. We need to move forward!

Marcus L. Hill
Biography Marcus L. Hill has served the public for over 40 years and is a 2023 National Academy of Public Administration Fellow. Hill serves as President of the Senior Executives Association (SEA). SEA is a professional organizations committed to promoting good government and advocating for the interests of Federal career senior executives. In addition, Hill is the principal of Hill Management Consultancy (HMC) LLC, a small, veteran-owned business. HMC provides strategic advice with clients to achieve their business priorities. A native of Woodbine, Georgia, Hill grew up in the Camden County community. He graduated from Camden County High School in 1983, having served as senior class president, and a varsity football, wrestling and track athlete. Upon graduating from high school, Hill embarked in a career of public service while attending Valdosta State College (VSC). He was selected into Naval Submarine Base, Kings Bay’s inaugural Department of the Navy (DON) Federal Junior Fellowship Program. Simultaneously, Hill also joined VSC’s Air Force ROTC Program. In 1987, he graduated from VSC, with a Bachelor of Arts in History, and was commissioned, as a distinguished ROTC graduate, into the United States Air Force as a second lieutenant. Upon completing an active-duty tour, Hill returned to federal civil service to pursue a dual career as a civil servant and United States Air Force reservist. He retired from the United States Air Force Reserve in 2005. Subsequently in January 2021, Hill retired from Federal Law Enforcement Training Centers, as a senior executive. During his tenure in public service, Hill has received many awards and honors for distinguished service to include the 2017 Presidential Rank Award for Meritorious Service, the 2014 Department of Homeland Security Under Secretary for Management Partnership Award, DON Civilian Meritorious Service Medal, USAF Meritorious Service and Commendation Medals. He holds a Bachelor of Arts degree from VSC. Hill has completed leadership training and executive education programs sponsored by the Federal Executive Institute, John F. Kennedy School of Government at Harvard University, Center for Creative Leadership, Brookings Institute, and Air University. In addition to SEA and NAPA, he is a member of the Military Officers Association of America, Reserve Officers Association, American Legion Post 511, Kappa Alpha Psi Fraternity Inc., Prince Hall Free and Accepted Masonic Order, The Shriners, and First African Baptist Church.
